Our Recruitment Services procurement framework provides housing providers with access to suppliers for a range of recruitment needs. It covers fully managed services where providers handle sourcing and placement, general recruitment access via approved suppliers, and a talent bank platform to manage pre-qualified candidates. Members benefit from faster recruitment, compliant processes and support to reduce administrative effort. National and regional supplier coverage ensures you can fill positions locally or across multiple sites, while following a consistent and compliant route to market.

  • Managed Recruitment Services: Fully outsourced recruitment across all disciplines and locations, supplied by master-vendor providers with their own talent networks and second-tier partners
  • General Recruitment Services: Flexible access to multiple suppliers ideal for setting up Preferred Supplier Lists or using a go-to recruitment provider.
  • Talent Bank Technology: A SaaS platform enabling members to manage their own pool of pre-qualified candidates for rapid, compliant hires from short-term roles like care & FM to longer-term staffing needs

How to use this framework

PfH works with you throughout the entire process – from initial requirement definition, through procurement, to ongoing contract delivery and management. We recommend contacting PfH early to discuss your project requirements and determine the most appropriate procurement route. You can award contracts through two routes: Direct Award or Mini-Competition. Contracts may be awarded for any duration necessary to deliver your requirements.

We work alongside you through evaluation, award, and ongoing contract management, holding suppliers to account, monitoring performance, and making sure your contract delivers what it promised. The aim is straightforward: better outcomes for residents and communities, with expert guidance at every stage.
