Procurement for Housing is a contracting authority under section 2 of the Procurement Act 2023 and a centralised procurement authority under section 1(4) of that Act.
A “contracting authority” is a public authority or in the case of a utilities contract, a public authority, public undertaking or private utility. A ‘public authority’ means a person that is wholly or mainly funded out of public funds or is subject to public authority oversight and does not operate on a commercial basis.
